The Clay County Sheriff’s Office arrested Michael Fernandez Francisco, 53, at his Lake Asbury home on charges he allegedly stole about $19,000 in computer and audio-visual equipment while serving in the IT Department for the Clay County School District.

County Commission Chairman Wendell Davis said property values were up over 2.5 percent for the first time in six years, the unemployment rate dropped from 10.6 percent in 2010 to 5.6 percent at the end of 2013 and job growth was at 6.6 percent during the ‘State of the County’ address.

The Clay County Sheriff’s Office charged James Michael Self of Orange Park with a 2011 arson in which investigators said he burned his house on Fortuna Drive after he lost his job.

Orange Park Police Chief Jim Boivin presented Chelsea Horne with a shadow box made with some of her late father’s belongings. Her father, Officer Craven Horne, served 20 years as an OPPD cop until he died of an aneurysm in August 2008.

The Board of County Commissioners issued $71 million in infrastructure sales tax revenue bonds to four-lane Old Jennings Road, four-lane County Road 209 from County Road 220 to Henley Road and four-lane Henley Road from CR 209 to CR 218.

The Black Creek Council of the Boy Scouts of America celebrated 38 young men who achieved the rank of Eagle Scout in 2008.

A house fire in the Tanglewood area destroyed the deputy’s home and his Clay County Sheriff’s Office patrol car.

Co-workers at Holly Point Manor presented Maintenance Director Reggie Irvine with a Golden Plunger to celebrate National Maintenance Day and his years of dedicated service.

Following the lead from the Board of County Commissioners, Orange Park Town Council debated passing an ordinance to regulate title loan companies to help lower the exorbitant interest rates charged to customers.

The Clay County Sheriff’s Office arrested Elpidlo Santiago for armed robbery and resisting arrest with violence after he allegedly robbed Miller’s Market in Keystone Heights.

George Morin told Clay County deputies he was shot near his navel and in both legs from shotgun pellets as he was leaving a neighborhood bar in Keystone Heights.

Orange Park Police arrested Travis Walker and Darrick Johnson for raping two girls in December 1988 and on Jan. 7, 1989.

40 years ago, 1979
The Clay County Sheriff’s Office made 40 arrests for various drug possession charges as part of a six-month undercover operation came to a head.

The Board of County Commissioners passed a six-page resolution clarifying for the Town of Orange Park a charge the county double-taxed the municipality.

County Commissioner Gary McIntyre went up against incumbent Orange Park Town Council member Catie Nichols in the 1979 town council election.
