The Clay County Sheriff’s Office arrested Jacquilla Morgan Bullard for allegedly killing her husband, Jerry Ray Bullard Jr., 35, and driving his body to Jacksonville’s Normandy Boulevard where, police said, she abandoned the car, bought cleaning supplies and walked back to her home on Horseshoe Trail Drive in Oakleaf.
The State Attorney’s Office declared the Feb. 16 fatal shooting of Ted Arthur Tilley of Middleburg by a Clay County detective was justifiable homicide. Tilley was shot during the raid of a house on Alligator Boulevard where he and others were squatting and making methamphetamine. Clay Detective David White was killed in the drug raid.
Orange Park Town Council read a proclamation honoring retiring Police Chief Jim Boivin for his 35 years of service to the Orange Park Police Department. He would be replaced by 19-year OPPD veteran Gary Goble.

Orange Park Town Council voted 4-1 to allow a poker room to set up at Orange Park Kennel Club, but after the Board of County Commissioners shot it down 5-0.
The Florida Department of Transportation labeled the Black Creek Bridge on County Road 209 deficient and said it needed to be replaced. The project was estimated to cost $17 million, with $2.5 million coming from Clay County coffers.

Orange Park Town Council protested to the Florida Public Service Commission Kingsley Service Company’s bid to provide water and sewer to The Springs development on Doctors Lake Drive, which straddled town and county property.
Orange Park cab driver Bob Thomas had his taxi commandeered at the Orange Park Mall by Charles Manning Deloach and Mark Wilson John, two escapees from Raiford State Prison. The two men were later captured in Jacksonville.
The Clay County Planning and Zoning Board unanimously denied a request from Miami Beach Reader Spiritualist Church Inc. to locate on Fleming Island.
