KEYSTONE HEIGHTS—The City Council heard an ambivalent audit report from Annie Nock, CPA, for the 2023 fiscal year during its rescheduled meeting on Thursday, Aug. 8.

Nock pointed out some general concerns, such as “pretty high” variances in expenditures.

“Overall, the general fund ended up overspending from their budget amount. It wasn’t a significant amount, but it’s automatically a compliance finding when that happens,” she said.

Even though Keystone Heights overspent more than budgeted, the general fund maintained a net positive position of $163,000. The CRA fund was positive by $135,497. The capital improvement fund also finished the fiscal year with a net positive position since significant projects have not started.

Nock said the Keystone Heights Airport had $2 million in infrastructure projects funded by grants.

Ultimately, the major finding from the audit involved the general fund statement. Nock recommended that the City Council monitor it more closely moving forward. She pointed out a calculation error on the City Council’s budget spreadsheet, which led to a $4,000 variance.

In other news, the City Council has set a prospective millage rate of 4.2901 mills which was approved for advertising on July 22. The City Council voted 4-1 in favor, with Councilmember Dan Lewandowski dissenting.

The City Council typically meets on the first Monday of every month at the Keystone Heights City Council at 555 S Lawrence Blvd.

This month's meeting was initially scheduled for Aug. 5, but Tropical Storm Debby postponed it.
