CLAY COUNTY – Here are the roadway projects that are underway or about to start:
• Radar Road. Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in late summer 2025. Once complete, this project will fully connect U.S. Highway 17 to Town Center Boulevard, featuring bike lanes, curbs and gutters and drainage features.
• County Road 218 and Spencer Drive in Clay Hill. Anticipate intermittent, daytime, single-lane closures with flaggers for intersection improvements and turn lane installation. Work could take more than eight months to complete. Please slow down and drive with caution in the work area.
• Plantation Oaks Boulevard in Oakleaf. Anticipate daytime, single-lane closures from Oakleaf Village Parkway to the roundabout at Oakleaf Plantation Parkway for a milling and resurfacing project. Work is expected to take approximately a month to complete, weather permitting.
• Canova Road detour on Fleming Island. Anticipate a daytime road closure between County Road 220 and Island Hawk Way for intersection improvement work that includes adding a left turn lane onto CR 220. The road closure will be in place in both directions from 9 a.m. to 4 p.m., Monday through Friday, and access will be restored during nights and weekends. No through traffic is allowed, local traffic only. Drivers will be detoured via Old Hard Road, Town Center Boulevard and East-West Parkway. Work is anticipated to be completed in mid-August, weather permitting.
• County Road 209 (Russell Road) from Peters Creek Bridge to U.S. Highway 17. The project includes the design and reconstruction of a two-lane roadway into a four-lane highway with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from County Road 315B to US 17, and from County Road 315 to south of the Peters Creek Bridge. Drivers can expect single-lane closures on Russell Road for drainage and utility work. Expect delays and weekend work as well. All work is estimated to be completed in Spring 2027. Please slow down and exercise caution around the crews working near the roadway.
The project may involve nighttime construction activities to minimize daytime disruptions and expedite the work. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. We appreciate your understanding and patience during this time. Our team will make every effort to minimize inconvenience and complete the work as quickly and safely as possible.
• County Road 209 from Sandridge Road to Peters Creek Bridge. The project includes the completed operational improvements at the intersections of Oak Stream Drive and CR 209 and Watkins Road and CR 209, including sidewalk installation, the widening and realignment of Sandridge Road, and operational improvements at the intersection of CR 209 and CR 209 B. All work is anticipated to be completed in the fall of 2025.
Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at CR 209 and CR 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
• County Road 216 (County Road 315) and Cathedral Oak Parkway. Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of CR 315 and Maryland Avenue. This project will include a grass median, bike lanes and sidewalks. All work is anticipated to be completed in the fall of 2025. The project is on track for completion. Slope stabilization work continues, and crews are making final repairs to curbing and sidewalks. The sidewalk and curbing are being installed at the CR 315 intersection, and the guardrail has been installed at the Peters Creek Bridge.
• County Road 218, western section of Cathedral Oak Parkway. Work is underway to construct a new connector road from the roundabout on CR 218 at the entrance of Shadowlawn Elementary School to the First Coast Expressway (SR23). Work is approximately 98% complete and is estimated to be finished this summer.
• County Road 218. The project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the fall of 2025. The speed limit will be lowered to 25 mph throughout the work zone for the remainder of the project. Crews are continuing with the installation of drainage structures and liner placement for Pond Site 4. Existing driveway demolition and pavement repairs also continue, along with the placement of sub-base, limestone base and curbing.
• County Road 220 at Lakeshore Drive. Anticipate daytime, single-lane closures at the intersection for the installation of a traffic signal work. The project involves installing new poles and is expected to take another nine months to complete. Median work and drainage pipe installation are also ongoing. The project is 20% complete, with a scheduled completion date of February 2026.
• Arena Road. Safety improvements are underway at the intersection of Old Hard Road and Lakeshore Drive West, located at County Road 220. Drivers can no longer make a left turn from Arena Road onto CR 220, and will need to make a U-turn where posted.
• County Road 220. Work includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, is underway. Drivers can expect detours that will remain in place throughout the project's duration. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.
The project may involve nighttime construction activities to minimize daytime disruptions and expedite the work. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. Completion of the CR 220 widening and bridge replacement project is anticipated by late 2026. The first bridge piles are in place, and the old bridge will be removed in the upcoming weeks.
Phase 1 of CR 220 will widen the road to four lanes from Hollars Place to the west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at CR 220 and Henley. The project is expected to be completed in March. Only local traffic will be able to access the road from the south end during the work.
Phase 2 includes widening CR 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road, along with a new four-lane bridge over Little Black Creek. Additionally, signal updates will be implemented at Knight Boxx and Blanding Boulevard to ease traffic congestion. Work should be completed by next May.
• Henley Road. Anticipate daytime, single-lane closure weekdays from a.m. to 5 p.m. from Small Lake Road to Sandridge Road to June 20, for road work at a commercial construction site.
• Live Oak Lane at Old Jennings Road. The project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending along Long Bay Road to the intersection with State Road 21. Work began on April 2 and is expected to be completed in 10 months.
• Sandridge Road. The project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, a roundabout, curbs, gutters, sidewalks and bike lanes. All work is anticipated to be completed this summer. The speed limit is 25 mph throughout the entire work zone, and CCSO is enforcing it. Traffic lanes are very narrow. This stretch of road is not accessible for wide loads while construction is ongoing.

• Walburg Street in Green Cove Springs. The street will be closed between Orange Avenue and Palmetto Street until next January during the construction of the new Clay County Economic and Development Services building.
• I-295 at U.S. Highway 17 Interchange. The project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS and other incidental construction, from south of Wells Road to Collins Road in Clay and Duval counties.
• Wells Road from U.S. Highway 17 to CSX railroad tracks. Daytime lane closures weekdays from 8 a.m. to 4 p.m. and nighttime lane closures Sunday through Thursday from 9 p.m. to 6 a.m. for traffic signal work.
• U.S. Highway 17 from Eagle Harbor Parkway to Water Oak Lane on Fleming Island. This FDOT resurfacing and intersection improvement project includes median installation to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to CR 220; adding a median island and two right turn slip lanes from US 17 southbound to CR 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from US 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on US 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on US 17 southbound. Expect nighttime lane closures from Sunday through Thursday, 7 p.m. to 6 a.m., for road work.
• U.S. Highway 17 from Sweat Road to Putnam County Line. Daytime road shoulder closures weekdays from 7:30 a.m. to 4:30 p.m. for roadwork.
• First Coast Expressway South from State Road 16 to County Road 209 for the construction of 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges and two tolling facilities. Construction on this $180 million project commenced in April 2019 and is anticipated to be completed by early 2026.
