Expect delays as road work continues throughout county

CLAY COUNTY – As the county continues to grow, so does the need to build or repair roads.

Expect delays as crews work to make your drive a little more comfortable in the future.

CSX Railroad Crossing closures in Green Cove Springs. CSX Transportation will be installing new rail in the track’s surface along parts of the CSX Jax Terminal west of U.S. Highway 17. These dates are highly subject to change with or without notice simply due to many unforeseen circumstances that can occur in the field once the work begins. Crossings will be closed anywhere from three to five days, depending on the type of maintenance. This will be a full crossing closure, meaning no traffic can cross the racks until the repairs are complete.

Clay County railroad crossing closure dates include:

  • Houston Street on Jan. 29
  • Walburg Street on Jan. 29
  • Martin Luther King Jr. Boulevard on Jan. 29
  • Center Street on Jan. 29
  • Oak Street on Jan. 31

Bonded Transportation Program- Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs and Lake Asbury. Motorists should anticipate temporary lane closures and reduced speed zones as projects get underway. Visit the Bonded Transportation Dashboard for anticipated start dates and project updates. County Road 209 from Peters Creek Bridge to U.S. 17 in Lake Asbury. Bonded Transportation Program project No. 2 includes designing and reconstructing the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter and sidewalks. Pond construction and clearing is anticipated to begin in mid-January, and motorists can expect single-lane closures and flagging operations once work begins. All work is estimated to be completed in spring 2026.

County Road 209 from Sandridge Road to Peters Creek Bridge in Lake Asbury. Bonded Transportation Program project No. 3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. This project will be completed in two phases, with utility relocation and other preliminary work beginning in January ahead of Phase 1 construction of the turn lanes at Watkins Road and Oak Stream Drive and sidewalk work on the east side of the road beginning Feb. 12. Motorists should expect single-lane closures in the work zone and a temporary closure and detour at Oak Stream Drive for sidewalk and crosswalk installation. Emergency crews will have full access. The speed limit will be lowered to 35 mph throughout the work zone.

Harbor Island Drive on Fleming Island. Anticipate daytime, single-lane closures on Harbor Island Drive from U.S. 17 to Dockside Drive starting Jan. 15 for underdrain replacement work. The project is expected to take as many as 90 days to complete.

Ongoing projects include:

Blanding Boulevard in Middleburg. Crews are constructing a new turn lane into the Clay County Regional Sports Complex on Blanding Boulevard (State Road 21) south of Hall and Boree Road and north of State Road 16. Work to install pavement markings and barrier wall is complete, and traffic has been shifted to a temporary travel lane. Crews will be working along the road shoulder to expand the road this week. Anticipate daytime, single-lane closures. Work is estimated to be completed by March 2024.

College Drive at Doctors Inlet. Anticipate daytime, single-lane closures on College Drive between the traffic signals at Old Jennings Road and County Road 220 for storm system upgrades. The project includes replacing storm structures, resurfacing, striping, and replacing sidewalks, curbs, gutters and driveway aprons. Crews are currently installing drainage structures on both sides of the road, and traffic is limited to a single lane in both directions. Drivers are urged to find an alternate route during peak travel times to avoid delays due to congestion. Work is estimated to be completed by February 2024.

County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project in Green Cove Springs. Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement and pile driving. Work is anticipated to be completed in 2025.

County Road 218 in Middleburg. Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m.-6 p.m. from CR 218 at the entrance of Shadowlawn Elementary for traffic circle construction and east to State Road 23. Crews are completing underdrain replacement work and paving operations are scheduled to begin on Jan. 22 and will take five days to complete, weather permitting. Drivers should expect delays. Watch for flaggers. A detour will be in place on Jan. 27-28 to realign the road closure for paving operations beginning the week of Jan. 29. This project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work is estimated to be completed in December 2024. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down and pay attention to flaggers and signage. County Road 218 in Clay Hill. Daytime, single-lane closures on County Road 218 from Taylor Road to Clay Hill Elementary for sidewalk installation on both sides of the road. The project includes the construction of sidewalks to provide pedestrian connectivity to the elementary, asphalt paving, drainage, handrail, fencing, sodding, signs and pavement markings. Work is expected to be completed by May 10.

Sandridge Road, Bonded Transportation Program Project in Lake Asbury. Anticipate single-lane closures on Sandridge Road (CR739B) from Henley Road to west of County Road 209 seven days a week for both day and night shifts starting this week and continuing for the next two months to complete storm pipe installations in the center of Sandridge. Traffic will be shifted to temporary travel lanes on the south side of Sandridge in the Feedmill Road area. Watch for flaggers and anticipate delays and heavy congestion. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the work zone, and the Clay County Sheriff’s Office is enforcing it. Please slow down and respect the safety of our workers.

Tanglewood Boulevard in Lakeside. Anticipate daytime, single-lane closures for a drainage improvement project on Tanglewood Boulevard, Kiowa and Mesquite avenues. The project includes replacing the drainage structures, pipes and driveway aprons on both sides of the road. Work is expected to be completed this month.
