GCS residents welcome to help develop form-based code draft regulations

GREEN COVE SPRINGS – Continuing the process of developing a Form-Based Code for the downtown core, a second workshop hosted by City Development Services, in partnership with Inspire Placemaking Collective, will present the draft regulating plan and form-based code draft regulations at 6 p.m. on Thursday, Jan. 18.

There will be stations set up where the participants can review different aspects of the code with the help of facilitators. The code includes Site Dimension Requirements, Building Design Standards, Sign Types and Requirements, Landscape Requirements and Supplemental standards showing the appropriate development layout for certain types of uses.

A form-based code is an impactful alternative to conventional zoning regulation that uses the physical qualities of buildings and streets as the basis for regulation. The code addresses qualities such as the relationship between building facades and the public realm, the shape and size of buildings to one another, and the scale and type of streets and blocks. The regulations and standards in Form-Based Codes, presented in both diagrams and words, are keyed to a regulating plan that designates the appropriate form and scale (and, therefore, character) of development rather than only distinctions in land use. This is to help bring a cohesive design in a part or all of a town or city that meets the needs of residents and businesses.

The focus area for the city’s form-based code is the downtown core. The study area includes just north or Gum Street on the north, Cove Street on the south, Railroad Tracks to the west and St. Johns Avenue to the east.
