Woman charged with setting up fentanyl sales with cellphone

ORANGE PARK – The Clay County and Jacksonville sheriff’s offices worked together to arrest a woman who is accused of buying fentanyl from a man who also sold fentanyl to a man who eventually died from an overdose.

Jessica Leeann Chavis, 41, of Orange Park, was charged with five counts of criminal conspiracy and one count of using her cellphone to set up illegal drug deals. JSO said she and another man, identified as “M. Kay” in the arrest report, conducted drug deals between each other.

M. Kay was arrested on an outstanding warrant from Jacksonville. During the stop, deputies uncovered five baggies of fentanyl that were individually packaged for sale. Deputies also found his cellphone in the center console cup holder with text messages between Chavis and M. Kay. According to JSO, it was apparent Chavis had been purchasing fentanyl from M. Kay.

An investigation revealed Chavis bought the drug from M. Kay “several times a week.”

According to JSO, M. Kay is also believed to be connected to the sale of fentanyl that killed a man. The victim died on May 12, 2025, in Jacksonville.

CCSO arrested Chavis at her home on Wednesday, April 1. Her bond was set at $90,018.

FHP uncovers 88.1 grams of cocaine during speeding stop

GREEN COVE SPRINGS – A Florida Highway Patrol trooper smelled burnt marijuana from a car that he pulled over for speeding, and that led to the discovery of cocaine by a man who had been imprisoned three times since 2009 for selling cocaine.

Rashod Sharve Kirkland, 36, of Green Cove Springs, was stopped on the First Coast Expressway near U.S. Highway 17 on April 1 and charged with trafficking cocaine. After the trooper smelled the marijuana and saw residue on the floorboard, he and another trooper found 88.1 grams of cocaine in plastic bags in the passenger-side door compartment.

A test of the powder and two “rock-like substances” confirmed it was an illegal narcotic. In Florida, any amount of cocaine that weighs more than 28 grams is considered trafficking.

According to the arrest report, Kirkland had been sent to prison in 2009, 2013 and 2017 for selling cocaine.

His bond was set at $250,503, and he’s scheduled to return to court on May 5.

FHP also issued Kirkland a warning for speeding.
