The First Coast Expressway (FCE), or State Road 23, is a multi-lane, limited access toll road that will stretch through Duval, Clay and St. Johns counties. The roadway will be approximately 46 miles long and will help to alleviate traffic congestion of other major roadways in the region, according to the Florida Department of Transportation (FDOT).

Construction of the first segment, from Blanding Boulevard/State Road 21 in Clay to I-10/U.S. 90 in Duval, was completed in summer 2019.

The second segment, to include Clay, is divided into north and south projects. The north will consist of Blanding Boulevard in Middleburg to North of State Road 16 in Green Cove Springs, while the south will be North of SR 16 to South of U.S. Highway 17 in Green Cove Springs.  Both have an estimated completion date this year. 

The final part of the project, which will include Clay, will consist of a new bridge over the St. Johns River, to be completed in 2030.

The entire mainline of the roadway will be tolled, while the existing road from SR 21 to Oakleaf Plantation Parkway is a non-tolled frontage road.

You can expect the entire FCE to be complete by late 2031.
