GREEN COVE SPRINGS – The City Council delayed construction for the long-awaited West Street Project on Tuesday.

Council members voted to withdraw the award originally given to EltonAlan Inc. and reject all bids.

Assistant City Manager and Public Works Director Mike Null said issues with the contractor are at fault. Null said the subcontractor group, originally set to begin the pipework, backed out, leaving Elton Alan Inc. unable to perform the job for the original price they bid.

“At that point, we only had one other bid. It was about half a million dollars more. So, we’ve rejected all bids. We’re going to tweak the plans a little bit [and] do some clarification over the next four to six weeks,” Null said.

The project aims to replace half a mile of stormwater pipe through West Street, from Walnut Street to Martin Luther King Jr. Boulevard.

After the plans are reworked, Null said the city plans to put the project up for bid again to get more bidders and a better price.

EltonAlan Inc. had previously been awarded a bid of approximately $2.2 million at the previous council meeting and was set to begin working shortly after.

With the prospective project delayed, Null added that the best-case scenario for its start date would be three to three and a half months.

The next city council meeting will be June 20.
