The new open highway 23 has a closed ramp south on State Road 16 to U.S. Highway 17. When will this entrance/exit on S.R. 16 become available?
Although a new segment of the First Coast Expressway (State Road 23) opened on Aug. 9 (Blanding Boulevard to U.S. 17), the remaining parts of the roadway are still under construction. This includes north of S.R., east of County Road 209.
For this reason, the Florida Department of Transportation said some ramps will remain closed to traffic until the roadway is complete. As of now, the First Coast Expressway North project is scheduled for completion in fall 2025, while the South project has a completion date of mid-2026.
Ramps that are currently open include: Henley Road, C.R. 216, S.R. 16 north and U.S. 17 north. Along with S.R. 16 south, ramps from U.S. 17 to the Shands Bridge and south at U.S. 17 remain closed.
